Skulls normally can't press switches, and ice arrows normally one shot Bubbles.
Here is a trick to press switches with bubbles anyway. First, use ice arrows on a red bubble to freeze it. Quickly pick up the skull before it falls and shatters. Now wait for the bubble to unfreeze. I guess because it was previously frozen, the bubble now has the property to be able to press switches. Use the deku leaf to get the bubble on the ground once more, then push it onto the switch (you can't grab bubbles even when they're lying on the ground).
If you don't freeze the bubble it does not work !!
As far as I know, this is the only way to get into this room without using Medli on the gamecube version.
