1. Go two areas above and one area east of Solaceon Town
2. Put a Repel on
3. Do 31213 slowbike tweak in the loadlines
4. Cycle back to Solaceon Town and as you can see, the area above it is now different and you can get to Day Care Center Area
5. Refresh graphics
If you wonder whether you can interact with the Pokémon there, the answer is no. Remember to put a Repel on, because there is a really high chance of getting attacked by wild Pokémon (lots of grass you have to walk in).
