There are multiple different routes to the Hall of Fame, in which you "beat" the game. If winning the game for you only means getting to the Hall of Fame, you can skip the Elite Four and lots of hours of playing via the Void. An example of such is TAS, Tool Assisted Speedrun, in which you want to defeat the game as fast as possible by using any possible glitches in the game to help you get faster to the end. In a speedrun like this, you need to get a bike first in order to do the tweak to get to the Void and then beat the game via the Hall of Fame found from the Void.
