It is quite a recent discovery in the tweaking and Voiding community to be able to catch Arceus! We have been testing things out and discussing it on the HoO Discord server.
This is the fourth method to get Arceus, and is definitely the best method as it SHOULD WORK FOR EVERYONE regardless of your progression and the language/region of your game. It was discovered by Cryo, who has a better video on this: youtube.com/watch?v=VrhHXG3cuAw

WRITTEN INSTRUCTIONS

You might run into problems if you haven't used Explorer Kit at least once before trying this! Also, have a Pokémon with Fly or Teleport if you have not unlocked Pal Park yet.
These steps have to be done precisely, no missteps allowed! If you mess up, just reset the game and try again starting from part 3 of the instructions. In my video in parts 7 and 13 of the instruction, I do the 1N's and 1S without resetting the step calculator first, but they should work even if you do reset it. Those 1N's and 1S won't show up in the step calculator since the game takes over the control of your movement once you press up/down depending on the situation.
First, tweak in Jubilife City (I used 42121 pattern) and enter the Abyss in the west from the spot I did and go 20W 10N 5E 3S, and then refresh graphics (after that you are in the Pokétch Company's Void).
1. From the Pokétch Company Door: 1S, 17W, 14N, 2015W, 512S, save and reset
2. 32E, 384S, 32W, 1792S, 128W
3. 32S, 192W, 64S, 160W
4. 96S, 96E, 32S, 63E
5. 1N, 63E (if you have already visited Pal Park before then 64E)
6. 191N, 1N (Pal Park mode activates)
7. 192E, 66S, 1N
8. 192W, 64N, 64W, 32N
9. 128W, 64N, 64W, 96N, 226E
10. Start, retire (Arceus battle begins)
11. 34S, 33W, 128S, 160W, 160S, 160E
12. 31S, 1S, 64E, 166N, 1N
13. Start, retire

Catching Arceus is possible using the Pal Park menu's retire option, which activates the 4th script in your current map. Pal Park menu can be activated in the Void, and it will stay until you use retire in a Pal Park area. Cryo explains this further here forums.glitchcity.info/index.php?topic=7770.0
The Arceus caught with this method will show as being caught in Jubilife City. If you are willing to put more risk and time into it, you can use the 3rd method of catching Arceus (youtube.com/watch?v=31-luymgx_A) to catch one that will show up as being caught in Hall of Origin.
