This is Werewolf: The Last Warrior for NES and it's pretty bad, but in a good way. In this game, the main character - who might not have a name - can transform into a werewolf. But then if he gets angry enough, he can temporarily turn into a SUPER WEREWOLF.
Generally, the Super Werewolf form only lasts maybe 30 seconds - until your Anger Meter runs out. But there is a way to semi-permanently turn into the Super Werewolf.
This glitch is known as Super WW Glitch (or permanent super ww glitch) in the speedrunning community, and is fairly easy to pull off.
It requires your character to be on the right side of the screen when you attack a panel that spawns a W icon (the one that turns you into a werewolf). Normally your character remains centered in the screen when it's scrolling, but there are a few ways to get yourself to the right side of the screen.
If you can spawn a W icon very near the right edge of the screen, then scroll it all the way to the left of the screen without picking it up, you can attack the same panel that spawned the W icon to produce another. Collecting both of them will instantly transform you into a Super
Werewolf with ZERO ANGER, so the meter can never reset back to zero on you unless you collect an anger orb.
So as long as you never collect and anger orb and you don't die, you will remain in Super Werewolf form.
