After one month of checking this and checking that, I found the problem. The 24 VDC power supply was inoperative and thus no power to the VCO section that generates the VCO LO. I bypassed the supply and externally supplied 24 VDC --that worked! Now I have to fix the power supply board and do the alignment. A bright day indeed.
