The Witness is one of Destiny's most twisted villains and it showed us just as much in The Final Shape. In the lore of Salvation's Edge It promised Crow that if he submitted to The Final Shape he would find Amanda Holliday waiting for him. Needless to say this was extreme manipulation, but this was also reflected by The Witness's repeated attempted to coerce Zavala with further promises to bring his dead son back to life.
