This is how I deal with staging on this particular HO Scale shelf layout - River Road. A railroad empire (in theory) can exist - off layout- in the theater of the mind - otherwise known as a "Fiddle Yard." Shelf layouts are about modeling the square inch vs the square foot. Selective compression & attention to modeling details is what magnifies immersion. Immersion can make any style, or size, layout seem far larger than the actual real world footprint.
