Pain is a motivator. The hope is that pain motivates a resisting subject to comply. But for many people, pain does the opposite. It motivates them to fight harder, flee, or panic.
That is why so many viral use-of-force incidents follow a similar pattern: a subject begins with moderate resistance, an undertrained or frustrated officer introduces pain through a tool or technique, the subject’s resistance rapidly intensifies, and the officer suddenly finds themselves facing a level of aggression they were never prepared to control. What started as a manageable encounter becomes a force-escalation cycle that carries significant risk of injuries, liability, and public scrutiny.
