This film, aimed at business executives, is the earliest film I’ve found of an employer view of OSHA. The film mentions the history of the Act, define its scope, inspection process and possible penalties, and offer hints to enable firms to comply with the Act. The Fred James Insurance Company had created an OSHA compliance consulting group and was seeking employer clients. Within a few years of OSHA’s creation in December 1970, employer and right-wing antigovernment groups organized attacks against the Agency and began organizing antiOSHA groups, called Nix On OSHA, across the USA, focused in small towns. The John Birch Society seems to have led this effort, producing an antiOSHA film and scheduling showings on local television stations and business meetings. OSHA staff were OSHAcrats and these groups circulated stories about OSHA abuses of small business – which were either false or misrepresentations of actual facts.
