You can use one of the fodder on the lower level before they jump up, but it requires a ballista jump after the hook.
The easier version, as shown in here: wait for the Soldier to jump up to use him as a yeethook target.
Jump INTO the left side of the bridge, and it'll bump you upwards. Use ballista boosts to go higher if you need to clear the invisible walls, or if you have enough height you can backwards boost to go to the church faster.
If you're afraid you won't make it to the church, you can follow the invisible walls along most of the level (this level is FULL of them) to walk/bunny hop over to the church.
From there, fall in bounds into the church and collect the hammer. You can then boost up and continue doing Any% strats, or fall down the elevator and just do the rest of the level as normal. Whatever tickles your pickle.
