This is a Tool-Assisted Superplay/Speedrun (often abbreviated to "TAS") where a player can edit, rerecord, and manipulate a game into doing whatever that person desires. Visit tasvideos.org for more information.
After many hours of research due to how rare the required RNG is and how precise the shot is, I was able to create this setup to allow for higher scores than the older style of shots. Be warned though that this strategy is extremely difficult and I would not recommend it for most players.
Instructions:
1) Reset the console, select Tunnel, skip the cutscene.
2) Turn around facing backwards and throw 17 pester balls, let the gas of the last one fade out, then pause and select retry. Speed isn't an issue as long as you aren't entering the cave or doing anything weird.
3) Skip the cutscene, hold turbo, crash into Electrode, turn to the right, and continue holding turbo.
4) Pause on the correct frame, release R, and hold Z. Pausing on this frame is mandatory or the strategy won't work.
5) Aim a bit upwards, then press C-left when you're ready. You can use the slopes of the wall as a visual cue and you can turn at any time.
6) Start aiming a bit to the right and press A on the correct frame to make the shot.
Tips:
-Because Kakuna falls so quickly and the game animates at 60 frames per second while running at 30 frames per second, half of all attempts will be impossible to get a good shot of Kakuna. You must simply overcome this by grinding out attempts.
-For knowing you're on the correct pause frame, look at the line between the blue and brown spots under the retry button and make sure it's at the right place. Don't waste your time practicing the wrong pause frames.
-For adjusting horizontally, there's a particular dark spot on the wall that you can aim for.
-For timing the shot of Kakuna, the perfect shot occurs at the same time the right Kakuna hits the bottom.

Alongside extreme movement and extreme aim, this TAS uses a new route that makes use of the stairwell out of bounds. Using this allows direct access to the basement, and from on top of it, the Laptop Gun can be thrown into the corner to take out the two far guards. Its also possible to throw it into the traditional ending area and skip the last guards, but its a bit slower because of detouring.
In order to have a weapon after the Laptop Gun is used, a Falcon 2 is manipulated from a guard by a body shot, limb shot, and gun shot, followed by a double punch, which also completes the guard KO objective.

With a perfect size for both the main and bonus Magikarp, this TAS maxes out the score! This also plays out with the RNG setup I discovered so that real attempts can use this TAS as a template and guide. One note that can be helpful for real attempts is that I very slightly skip the cutscene so that I have a higher undulation value for the shot. Depending on your timing of the setup, it can help put you higher or lower. You can skip the cutscene as soon as all the splashes have been generated without affecting RNG.

Hare Scare has a few interesting mechanics that encourage playing reactively instead of mashing. When you squash a hare, the next time you can attack is 7 frames, but if you strike a hare thats already squished or nothing at all, you have to wait 11 frames. Hitting nothing also generally delays the hares, so to put simply, hitting only hares is optimal.
However, the delay for each hare to come up is random, and is often slow enough that it makes the game impossible. Sometimes at high speeds, it can be bad enough that you never even see one start to come up. Pausing before rounds is heavily used for RNG manipulation, and I often had to do many RNG checks to have the hares come up fast enough. Reaching 75 with no losses is proof that the score can go to 999. For real play though, even getting to 50 would be extremely improbable, not to even mention how tight the timing for execution would be.
