Just a short look at my Taffington Boathouse settlement's latest acquisition - a "speedboat!"
Many players are aware of the Pipe Pistol trick, an exploit that allows you to move objects in-world that are normally too heavy. Any weapon works for this, but the pipe pistol seems to work the best.
Drop it from your inventory, pick it back up with your "telekinesis", and push against the car. The car should move like it's on butter. If it stops, drop the pistol and pick it back up, try again. If the vehicle encounters a real physical obstruction like a large protruding chuck of road you will need to lift the front end of the car over the hump.
While this trick might seem like the answer to Fallout wannabe junkmen, the cars are fugitive, and quickly de-res, going back to their original locations. But if you scrap them while they're inside your settlement, you not only receive the steel, the car will not appear back at its spawn spot, so at least your roads are less cluttered!
