I was working the beachfront supervisor shift when I observed an officer speaking with a subject who had just come out of the water. The subject did not have a beach badge and claimed he did not need one because he was surfing. I explained the local ordinances and state laws regarding beach fees, but the subject refused to provide identification. When he attempted to walk away after being told he was detained, I moved to place him under arrest for obstruction. The subject locked his arms and resisted, requiring me to take him to the ground to secure him in handcuffs while a crowd gathered and interfered.

- 2C:33-2A(1): Disorderly Conduct
- 2C:29-2A(1): Resisting Arrest
- 18-2.4: Belmar Beach Badge Ordinance Violation
