I responded to a report of a man with a shopping cart yelling at people. Upon arrival, I found the suspect pushing a Walmart cart; he was visibly intoxicated with slurred speech and pinpoint pupils. The suspect admitted to using heroin earlier that morning. A records check confirmed an active $2,500 warrant for shoplifting. During a search incident to arrest, I located a straw with dark brown residue in his pocket, which he unsuccessfully attempted to claim was a toothpick.
