You can use Determination instead of Haste. I felt like this build had enough Cast Speed due to Flesh Offering affecting the caster through the Necromancer Notable too.
*Smite*
For Smite you will need a high Level Precision and a Sceptre. I only started to use it frequently in Yellow to Red Maps when I needed more Damage. You can also support it with "Additional Accuracy Support" if you have the socket for it.
Smite gives a lot of flat lightning Damage but has a rather low base duration of 4 Seconds. With Necromancer however you get quite a bit of Skill Effect Duration and then you can also support Smite with More Duration. You can also get the Aura Mastery for 50% increased Duration.
*Gear*
This leveling build uses Smite which is restricted to melee weapons (poewiki.net/wiki/Smite). I used a Sceptre because it can roll Cast Speed unlike the other melee weapons. To still get Minion Damage on the sceptre you need to use an Essence of Fear on it.
I would also get a %increased Chance to Block Shield as otherwise this build has no damage avoidance. You can also craft %increased Chance to Block Shield. There are two tiers of this craft and their recipes can be found in maps. In 3.25 it's Atoll and Haunted Mansion.

Cold Snap is used on top of Frostbolt to explode the projectiles. If you do want to do this you can continue with the above mentioned Frostbolt setup.
Hypothermia - Heightened Curse - Persistence
After you get Frost Wall you use Frost Walls and Ice Nova to clear. Ice Nova is used to explode Frost Walls which will deal Cold Damage upon being destroyed. I also use Frost Bomb to destroy Frost Walls. Ideally, you have the Shattered Crystal Notable on the tree once you start using Frost Walls.
Frost Wall - Spell Cascade - Magnified Effect - Icicle (Tier 2)
You can swap Icicle with a damage support against bosses.

*Gear Progression*
Look for +Levels to Spell Skills Gem at the Vendor. +Levels to Gems will provide flat damage. %increased Damage is important too but I would prioritise additional Levels to Gems over that. You can also get +Levels to Spell Skills on Shields (Focus), Wands and Amulet in the Normal Campaign.
Additional Gem Levels will increase the base Mana Cost significantly. You might have to use Inspiration as a Support Gem. Make sure to upgrade your Mana Flask regularly so that isnt necessary. Also, check the vendor for Movement Speed Suffix on Boots.
*Resistances*
For Act 1 you want Cold Resistance. In Act 2 you want Lightning Resistance for the final Act 2 Boss. If you do the Elemental Offering (Act 2, Buried Shrines) you can choose a Topaz/Ruby/Sapphire Ring. Vendors can also sell Resistance Rings. If you do not have enough Resistance Rings I would consider gambling for one at the Vendor (Risu at Act 2, Alva at Act 3) if you have sufficient Gold. The Act 3 Boss will cause all 3 Elemental Damage types. You can socket Glacial/Desert/Storm to get 12% Cold/Fire/Lightning Resistance.

First pathing route is Exploit the Elements. Then Roil, Endless Blizzards, Shattered Crystal.
Then you can go Climate Change and Overexposure or if you want more AoE you start pathing towards Reverbation.

Nerf in 0.3:
Frost Wall: Now deals 80% less damage in the first 0.5 seconds of its duration.
Frost Bomb: Now deals 7-11 Cold Damage at Gem level 1 (previously 16-23), scaling up to 238-538 at Gem level 20 (previously 467-701). Now has a Cooldown of 6 seconds (previously 3.5), and now has a 4 second Detonation Time instead of a 3 second Duration before Exploding. Now Chills Enemies as though dealing 300% more Damage, and now applies Elemental Exposure instead of Cold Exposure. It initially applies 20% Elemental Exposure, and 2% per Pulse, up to a maximum of 50%. Quality now provides +0-10% more Maximum Elemental Exposure applied (previously 0-20% increased Cold Exposure Effect).
Cold Snap: Has been reworked, and renamed to Snap. It can now be used on any Orb spell or any frozen, shocked or ignited enemy, causing an explosion of the corresponding damage type and creating a remnant of the corresponding type from enemies. This explosion can chain react to a limited extent from enemies hit that are affected by the same ailment. Now deals 48-540 to 72-810 Cold Damage, 2-27 to 46-512 Lightning Damage, or 17-192 to 26-288 Fire Damage at Gem levels 5–20 (previously 70-670 to 105-1005 Cold Damage). Quality now grants 0-10% chance to spawn an additional remnant (previously 0-20% chance to not consume freeze).

I would use Chaos DoT early on mainly for clear then drop those spells when you get Frost Wall at 31.
