3.25 will bring a massive Buff. Perforate has now 622% dps effectiveness at gem level 20 (previously 265%)
Pretty similar gearing and tree pathing as Boneshatter. You could scale the AoE even further and I think it would have pretty decent clear. Not meta but it was a fun skill to play.

Nerf in 0.3:
Frost Wall: Now deals 80% less damage in the first 0.5 seconds of its duration.
Frost Bomb: Now deals 7-11 Cold Damage at Gem level 1 (previously 16-23), scaling up to 238-538 at Gem level 20 (previously 467-701). Now has a Cooldown of 6 seconds (previously 3.5), and now has a 4 second Detonation Time instead of a 3 second Duration before Exploding. Now Chills Enemies as though dealing 300% more Damage, and now applies Elemental Exposure instead of Cold Exposure. It initially applies 20% Elemental Exposure, and 2% per Pulse, up to a maximum of 50%. Quality now provides +0-10% more Maximum Elemental Exposure applied (previously 0-20% increased Cold Exposure Effect).
Cold Snap: Has been reworked, and renamed to Snap. It can now be used on any Orb spell or any frozen, shocked or ignited enemy, causing an explosion of the corresponding damage type and creating a remnant of the corresponding type from enemies. This explosion can chain react to a limited extent from enemies hit that are affected by the same ailment. Now deals 48-540 to 72-810 Cold Damage, 2-27 to 46-512 Lightning Damage, or 17-192 to 26-288 Fire Damage at Gem levels 5–20 (previously 70-670 to 105-1005 Cold Damage). Quality now grants 0-10% chance to spawn an additional remnant (previously 0-20% chance to not consume freeze).

I would use Chaos DoT early on mainly for clear then drop those spells when you get Frost Wall at 31.

*Gear Progression*
Look for +Levels to Spell Skills Gem at the Vendor. +Levels to Gems will provide flat damage. %increased Damage is important too but I would prioritise additional Levels to Gems over that. You can also get +Levels to Spell Skills on Shields (Focus), Wands and Amulet.
Additional Gem Levels will increase the base Mana Cost significantly. You might have to use Inspiration as a Support Gem.

*Demon Form*
Do not do Candlemass if you want to stack Demonflame. To maintain more Demonflame stacks I include Life Regen in my search string. You can reset your Demonflame stacks by respawning at a checkpoint in the Campaign. Link Second Wind support so you can reenter Demonform once you want to leave it due to having too many Demonflame Stacks. Demonflame gives Increased Spell Damage per stack. The %value increases at certain Level Thresholds. You can cap the Demonflame Stacks with the Mastered Darkness Ascendancy Notable.

Stormcaller Arrow - Martial Tempo - Concentrated Effect - Primal Armaments
Before you have a Dualstring I would switch to Scattershot for clear and Concentrated Effect for single target.

*Gear Progression*
Vendor checks for decent bows (%inc Physical Damage, flat Lightning, flat Physical) are pretty important. At 28 you can get the Dualstring Bow which allows you to drop Scattershot support. Pick up all Dualstring Bows no matter what rarity. I would use Blacksmith Whetstones, Artificers Orbs & Storm Runes that I have gathered so far to craft a decent Dualstring Bow. For example a Dualstring with decent flat Lightning/flat Physical are worth investing your currency into. I would continue using that bow until the next tier of Dualstring which is Advanced Dualstring Bow (level 55) unless you get a very good bow before that then I would consider adding Scattershot and using that bow. You can also get flat damage on your gloves, quiver and rings.
*Campaign Resistances*
For Act 1 you want Cold Resistance. In Act 2 you want Lightning Resistance for the final Act 2 Boss. If you do the Elemental Offering (Act 2, Buried Shrines) you can choose a Topaz/Ruby/Sapphire Ring. Vendors can also sell Resistance Rings. If you do not have enough Resistance Rings I would consider gambling for one at the Vendor (Risu at Act 2, Alva at Act 3) if you have sufficient Gold. The Act 3 Boss will cause all 3 Elemental Damage types, but prioritise getting high Lightning Resistance. You can socket Glacial/Desert/Storm to get 12% Cold/Fire/Lightning Resistance.

Final Thoughts:
Overall, this build had pretty good clear since after attacking Static Strike would just auto-hit for 6s and Shockwave is great for clear but the single target damage especially towards the end was somewhat lacking. Of course this would have been less of an issue if I had something better than a 450dps staff but I had played build with a similarly bad weapon and they would still deal about 30% mroe damage.
