The Enterprise has been assigned to transport two parties of delegates from competing worlds to a conference on Parliament. Shortly into the voyage, the Enterprise encounters an unusual energy cloud in which a community of energy lifeforms resides. After inadvertently having been caught up in the ship's circuitry, one of these energy beings discovers it can inhabit members of the crew; during those periods of cohabitation however the occupied crewmember experiences a blackout.
