Even with the rising start, Pumpkin Hill is probably the least broken of all the hunting stages in this game. Given what rising start does, that's quite a feat.
There are some minor improvements on every piece as compared to 26.24. On piece 1 I no longer jump over the fence; gliding around it means I don't have to jump as high and can start gliding sooner, thereby getting to my spike point sooner. With piece 2 it's mainly an optimization on how early I Spiral Upper; I throw in a bit of rapid pause to get the timing as tight as I can (under 12!) then go on to provide the illustrative example of a rising start.
Piece 3 is the big improvement and the main reason I decided to redo PH5. As you may know, the ledge grab animation takes time. It's faster to jump up to the top of the ledge and skip that animation. Of course, reaching the tip top of the steeple is inconsistent enough already...trying to get a jump precise enough to land the top is just plain hell. But you've never seen that stop me before, have you? The eventual success means another second and a half comes off.
HOW TO DO A RISING START: Glide out to the edge of the level until you hit the turnaround barrier. Turn around, then (without gliding) press back against the edge as you fall. You'll get blown back up, then fall again resulting in death. Now watch Knuckles' location. Once he vanishes completely, double-tap A (still holding against the edge of the level) and you get a huge upward boost to start your next life.
