Explosions aside, Mission Street is quite feasible to get all rings within the 3:30 time limit. However, an unoptimized run cuts it close, finishing with 1-4 seconds left. I set a goal here of getting all the rings and the goal within 3 minutes, and and even managed to get ahead of that mark by an extra second. Being able to reach the first set of cylinders in time for what would be a 1:00 first checkpoint (if it was there) helps immeasurably (wait, what? Of course it's measurable, to the tune of 6 seconds), and hover jumps come in handy later on.
