"Dolores" made it downtown in the Musical World to see a huge crowd of Noisians gathering together for some kind of music festival.
A little talking plug with big boots comes over needing a boost from the witch. She was nice to help him out.
His name is Talco, and, possibly hinted through his name, he sure can talk a lot.
He had a long talk with Dolores, trying to teach her about not letting people in this big city push her around. She wasn't planning to stay, though, due to her quest towards Jericho Tower.
Deciding not to let her in on something special about the place, Talco then simply told Dolores that she can head towards Club Regulus, and then someway or another, she'll reach a shortcut that will lead towards Jericho Tower.
With all that said, they went their separate ways as the witch went further through the city.

Alongside further Ristar inspiration thanks to those trampoline drums, I'm *REALLY* loving the Sonic CD vibes this portion of this world has!
From the lights and horns in the background and in the level design itself to how much funkier the music is now! CLEARLY this is a Stardust Speedway homage, and I love it!
There's even rail grinding here! How fast you go will also be retained as the fastest you can go while Broomshredding, even if you're bouncing in place.
I really do like to take time to read what each NPC has to say in this game, too. Some of these people even drop some lore about themselves and possibly how Esperanto works, much like how the game's opening did.
For one thing, the Noisians became such because of spending so much time in this part of Esperanto. They basically transformed and became one with the music here.
In particular, the harp lady 4:30 will regale to you a story of her past life, a life she somehow also can’t entirely remember, much like Dolores’ own situation…
Until the harp lady worst moments of it all came back much later, hmm…
“Whatever you came here for, honey - remember it soon, before it creeps up on you.”
That sounds very ominous, and it does match up with Esperanto being a land not just of souls, but BURDENED souls…
Oh by the way, the 3rd Arla cameo is in this level, and compared to Dolores, Arla really hates the music.
