This came from the gigaleak. This was recorded on real hardware on sd2snes with a real SNES Mouse.
Not much is known about this, and in fact, tying this to the name "Black Out" (also a tentative name) is a conjecture. When Mario Paint came out in Japan in 1992, the game included a flyer announcing Black Out, an action game based on the SFC Mouse. This was seemingly in development between 1991 & 1992 according to the development assets, alongside Mario Paint. Yoshi's Island director Shigefumi Hino worked on this game and clearly cared about his art style as it would be seen among several prototypes and other cancelled games.
The concept is very close to Mario & Wario, later developed by Game Freak, but that might be unrelated to this game because it was originally planned to use the Super Scope.

This was a bit of a pain. I had to hack the game to not do any crossfades between songs and remove sound effects.
It was really made easy using IDA Pro because PANEPON.plf is full of symbols (the song data is in there, also).
