The NetCard is an unreleased peripheral for the GBA iQue, that allows you to download games, play online, voice chat and messaging. It was developed alongside the Wii by BroadOn and iQue.
The first Gigaleak (as it was named) contains a netcard archive which contains source code and documentation of various things that includes the NetCard hardware, software, as well as a development kit which includes a version of Visual Boy Advance with NetCard emulation support.
This version of the menu is called Viewer_New internally, this mockup was made to show off how it works as a whole online hub. It seems around late 2005, the development was rebooted to look more like this.
