Across the world animal abuse gets a free pass when it happens in the name of industry. Horse racing is no exception where beating horses with a whip is standard practice. Limiting the number of times this can be done (a rule which is regularly breached), implies there is an acceptable number of times a horse can be hit.
On the racetrack, this would make Sir Mark Todd's behaviour entirely acceptable (just change the beating device).
Jockey Paul Payne received a two week suspension for beating his horse twenty-four times, only because it breached the eighteen* total beatings Racing NSW allows.
