Using the gun clipping technique I break into the parking lot of the police station and explore the area without the Siam time limit. More information below.
In normal gameplay. the parking lot can only be accessed by ducking under the roll up door, and in doing so you trigger a Siam that won't leave you alone until you kill it and, upon killing it, you are transported away from the area. The reason for this video is to explore this area at my own pace without the Siam being in the way.

*Breaking Into the Parking Lot*
To break into the parking lot, I have to use the pillar to lift Alex onto the toolbox, then make my way over to the wall behind the patrol car and pass through the wall, with the goal of lifting Alex onto the metal shelf outside. Once on top of the shelf, I knife off onto the ground below.

The Police Car
The only thing worth discussing is the model for the police car is just a model with no collision, and Elle isn't actually inside it like she is supposed to be. However, in the far corner where the Siam tosses the car in the cutscene, the car's collision (the upside down and tilted car in the cutscene) is there. That collision is a permanent part of the area's geometry, and the stationary car that can be seen under the rollup door before entering the area is just an illusion.
Additionally, when Alex ducks under the roll up door and enters the garage, the cutscene will still trigger.
Oh, and even though I don't show this in the video, there is no collision outside of the parking lot walls. Even though it looks like there is some "town" beyond the fence, there's no collision so you just fall through the map.
