This is a brand new glitch/trick found in the nightmare alley sequence in Silent Hill 1. More information below.
In normal gameplay, once you reach the end of the alley you will trigger a cutscene and some enemies.
However, this trigger can be skipped. If you open up your menu at the same time the cutscene is supposed to be triggered, the menu will replace the trigger. If timed correctly, once you exit the menu you can enter the end of the alley without ever having triggered the enemies. You can explore this little area to your heart's delight without fear of death.
But that's pretty much all you can do. If you try to leave, Harry will spin around and the cutscene will occur like normal.
