This happened at Campbell County jail in Tennessee 2019. I am currently looking into the whole case and will be releasing what I find. These deputies I believe were never criminally prosecuted and I do know 1 of them kept their job. Which is absolutely insane. Mr. Ling will never be the same because of these cowards' actions.
