Jumping with Joy, quite literally. She seems to be crazy happy to see Ryo!
The glitch speaks for itself. This is just like in Fangmei's Funky Freakout. Talking to an NPC in an unintended way may make the game fail to find the right animations and it then resorts to loading the dummy motion, wich results in those crazy jumps.
