Here Scar is not related to Kiara or Simba, he's a stray lion Kiara fell in love with. He loves travelling even if he always wanted to find a home.
It could be the Pridelands but Simba doesn't approve Scar, believing that Scar is here to take over this kingdom and destroy Simba.
Plus Kiara is supposed to marry another lion, it's been arranged from the beginning, Simba can't lose his connections to that lion's pride.
Also Simba doesn't like the way Scar looks, he doesn't want Kiara's cubs to have black mane or green eyes.
Golden fur, brown mane, brown or blue eyes is what the generation of the Prideland's rulers always had and Simba wants to keep it that way, following stereotypes and superstitions that bright green eyes can be dangerous.
He doesn't want to listen to Kiara or Scar and have nightmares about Scar killing him.
Scar and Kiara are still trying to convince Simba, fighting back with words, but soon they would most likely run away
