Rulers in dictatorships like China, Russia, and Saudi Arabia have allowed a certain degree of economic freedom at home while taking advantage of the access to markets in rich democratic countries. These regimes — particularly China — have managed to turn their economies into not only crucial cogs for supply chains around the world, but also important destinations for investments flowing from the democratic world.
Capital flows to these regimes are very problematic — there is a lack of transparency, an absence of the rule of law, and blurred lines between where the state ends and private ownership begins. They have enriched ruling elites and may be directly financing egregious human rights abuses.
As part of Responsible Finance, HRF launched the Defund Dictators website in June 2022 to inform investors of the extent to which emerging markets ETFs are allocating resources to authoritarian regimes. #HumanRightsFoundation
