Chief Penn has been leading the Winston-Salem police department for the past two years. When he started his tenure the department was down 150 officers. Under his leadership they have recruited and trained 60 officers. Chief has implemented Positive Wolf Mindset which is credited with improving workplace morale and effectiveness. The chief has implemented “innovative practices” to make it more accessible to become a Winston-Salem police officer. These practices include: allowing facial hair, relaxed tattoo policy, breathable uniforms, and allowing tactical vest to be worn on the outside. WSPD has implemented the Real Time Crime Center (RTCC) which offers officers the support they need to succeed in the field.

WSPD operates its own basic law enforcement training academy. They go above and beyond state mandated training.
Part of the WSPD recruitment initiative involves sponsorship of a Wake Forest football game. This helps to create brand awareness and foster positive public perception of WSPD.
