THERE ARE TWO ISSUES CONSIDERED HERE. both are concerned with Putin's response to EU actions against Russia. the first is the decision of EU to seize Russian ships and tankers and to confiscate the cargo and then dispose of it on world markets. the second is a decision to move production from Ukraine to EU countries.
