HAPPY ENDING! I actually found the owner!
One day this pretty blue winged bird flew onto my patio and started loudly chirping. I immediately knew it was someone bird because of the tag on it foot and how it had no fear of humans.
I called the local zoo and asked if they were missing a bird. They kept my information and told me that if the owner contacts them, they would pass it on.
A couple days later the owner called me and stopped by to pick it up.
Surprisingly the bird stuck around, despite a rain storm and lots of stray cats.
