This was almost a copy of the last Italy game - opponent wins big coal plant (though at least they had to pay a lot for it this time), i never get another coal plant to drive up their prices so they win. In retrospect i probably should've kept 08 over 06, just to keep him honest.
Also, another game with a brutal 21 drop out of nowhere when my opponent needed it most. Nasty market before Step 3 too - only one plant could've kept 28 out of the market for me, and sure enough it came! Had i won 28, i could've gone for 31 on the next turn to attack Spara's coal. That also would've prevented me from having to buy 38, which would've helped since i already had an endgame trash plant. That probably still wasn't enough to win though...i needed 21.
