It is called 'Match Call', and it allows for Trainers to call each other, much like how the Pokégear's Phone function worked back in Johto.

Undyne, the Captain of the Royal Guard, is attempting to gather some firewood by cutting down one of the trees in Snowdin Forest with a chainsaw. Mad Dummy, who appears to have tagged along with her from Waterfall, is curious about its usage, and wants to feel it for themselves.
