We have finally arrived at the final Treasures of Ruin tera raid battle, which is against Chi-Yu. Since it uses mainly Fire and Dark attacks, I figured Hisuian Samurott is a perfect counter to it. With this being the first of the Ruinous Pokemon that drains your tera charge, you'll need to wait a tad bit longer before you can start dealing damage with a Tera Water Aqua Cutter.
The strategy is simply to bring in a Hisuian Samurott with Sharpness. With that ability, Aqua Cutter will get a 1.5x boost. With Focus Energy, Aqua Cutter will always crit no matter what, giving you another 1.5x boost, so you'll just need to spam Aqua Cutter until you win. Even though I didn't use it, Rain Dance will be useful since it would stop Chi-Yu from using fire attacks on you, and in turn, potentially avoid a potential burn. Helps that it'll boost Aqua Cutter even more by another 1.5x.
As always, make sure to complete these raids (solo or with other people) online so it adds to the overall total!
