India’s journey towards Viksit Bharat@2047 will not be powered by infrastructure and investment alone. It will be powered by people - by the skills, adaptability and aspirations of a workforce ready for a rapidly changing economy. India has already trained more than 7.67 crore individuals since 2014-15, while the Union Budget for 2025-26 allocated ₹34,000 crore towards skilling-related expenditure across Central Ministries. Yet, the challenge before India is no longer simply about creating more training opportunities. It is about creating the right skills, for the right jobs, at the right time. Because the world of work is changing dramatically — technology is reshaping jobs, industries are demanding new capabilities, and traditional boundaries between education, skilling and employment are increasingly disappearing. Against this backdrop, NITI Aayog’s report, “Reimagining Skilling for Viksit Bharat@2047,” takes a hard look at India’s skilling ecosystem — identifying the gaps, the barriers and, importantly, a blueprint for what needs to change. The report looks beyond enrolment numbers and training programmes. It asks a more fundamental question: Can skilling become a lifelong, flexible pathway — one that allows a young person to learn, earn, reskill and progress as the economy evolves?. It proposes a shift from degrees to demonstrable skills, from enrolment to outcomes, from fragmented programmes to an integrated ecosystem — and from skilling as a one-time intervention to skilling as a lifelong journey. So, what will it take to make this transformation possible? How early should skilling begin? Can schools become the first gateway to employability? How can industry move from being merely a recruiter to becoming a co-creator of skills? Can apprenticeships become a mainstream pathway into work? And can technology create a Skills Passport that allows an individual’s learning and experience to travel with them across education and employment?. These are some of the aspects we will explore today as we discuss Reimagining Skilling for Viksit Bharat@2047.
