Office Braniff tries to explain how government employees can stalk citizens and trespass then without cause, and that people shouldn't question it. What he describes is a misuse of position by a government employee that would step outside the law to randomly trespass people without cause.
The 14th Amendment's Equal Protection Act states that you cannot discriminate against a person based on their socio-economic standing. Yet, Braniff seems to believe it is a reason to discriminate against a person. When he does it, he violates his oath (FL Stat. 876.05) which states that no one he will support the U.S. and FL Constitutions. It also means that he acts biasly against people who fall into that category. When he acts in a bias manner, he acts under color of law and invokes the "Doctrine of Unclean Hands".
