If you don't care about mission attempts is faster to get the Goblin and the Tiger separately. The AP Goblin is not so hard. And getting the Tiger alone has the exact same setup as this, but instead of using the Goblin to push the Tiger, you sink it below Garver bridge while being close to the Tiger so it doesn't despawn, then grab a Tractor and get close to the Tiger, press the fire button to destroy the sinked Goblin and then tow it to a garage.
Unfortunately I had some issues while recording and I lost some footage between part 1 and 2 of the video. But all that was missed was the Tiger being pushed a little further, closing the weapon menu to regain CJ's vision and a bit of walk from Quarry to Las Venturas while being careful not to let the Goblin to get too far from the Tiger.
