Is there a way to make him drown faster?
I managed to perform the drowning 2 more times.
Attempt 2 had a even worse time:

Attempt 3 had about the same time (28 or 29 seconds):

The way it is stealing the car is still about 1 second faster way to complete the mission, even though there is a long cutscene at the end.

Perhaps by having 2 Tractors + 1 Rhino it is possible to do it faster.
