Arab leaders often posture as being pro-Palestine to placate the opinion of their citizenry, but actions speak louder than words. According to Holocaust and Israel/Palestine scholar Norman Finkelstein, Palestinians have often been excluded from normalization agreements going as far back as the Jordanian-Israeli agreement of the 1990s, and the Abraham Accords more recently.
