There are many claims about what the welfare state is, or what it should be. No matter what they are, the outcome is always ineffective and unhelpful both in practice and in theory. The greatest of all myths is that welfare "takes from the rich and gives to the poor" a la Robin Hood, but this couldn't be farther from the truth, and is in fact always designed to be this way.
