The proposed answer is a distributed network of Community-Owned GREEN Data Centers.
These are not intended to replace hyperscale data centers. They create a complementary layer: smaller regional compute nodes designed around the needs, assets, energy, landowners, institutions, and culture of the communities hosting them.

Sukatto Land Kuzuryu is an existing municipal onsen, lodging, training, and community complex that Fukui City intends to demolish.

A crucial architectural clarification from the current documents:
The existing onsen building and the new data center are separate assets.
The plan is not primarily to fill the old onsen building with servers.
The existing building is retained and recommissioned as the human-facing civic and innovation asset.
The onsen remains or is restored on the lower level.
Upper and common areas become an innovation center supporting AI education, university research, startups, entrepreneurship, meetings, community activities, and regional economic development.
The new compute infrastructure is developed separately on the surrounding land as a phased modular data-center campus.
This produces a two-asset architecture:

New infrastructure asset: build beside it and generate revenue.
