So, Dom helped teach me the key idea I was missing.
The secret to that third gap jump is the timing of the double-kick. You don't want to like... mash the B button. If you do that, you'll double-kick but the second kick won't change your position. You want to do the double kick slightly slower, and you'll notice that you move slightly upwards as a result. If you do that, you'll get right in the gap in the ladder.
Definitely takes some practice. If you want somewhere to practice this idea, go to Kuwanger's stage and try it on the second ladder there. Same concept, just minus an extra jump. And there's no enemies to stop you there, so you don't need to keep charging C-Sting or whatever to practice.
