This is one of the hardest tricks in Mega Man X speedrunning. It is called the Leap of Faith because it is just that -- if you make any mistake during these jumps, you die. Chances are your run is over at that point (especially if you're playing 100%, where you have 0 lives and are going to Game Over, costing you even more time).
The trick involves holding a charge while getting hit by the turtles (so that you will have your HP lowered for the upcoming Vile encounter). Then, once at the end of the turtles, you dash jump onto the first platform, performing a series of dash jumps off of the rest of the platforms until you reach the wall.
Then, once on the wall, you have to perform another set of precise jumps to make sure that you get up the rock wall before the top platform closes the gap that will allow you to get through (as it will cost you several seconds).
If you screw up any of these movements, you will fall to the bottom and die. It sounds easy, but it is very much the opposite.
