This mission should be unlocked on the Citadel in Mass Effect when you speak to Dr. Michel again in the Upper Wards Med Clinic after your first meeting with her.
I believe you need at least six points in charm to get the option I got which meant I got more Paragon points and avoided any fighting. As always, I suspect if you have Renegade points you can probably intimidate instead.
