This mission can be started after you complete either Find Liara T'Soni or Noveria: Matriarch Benezia or Feros: The Thorian and is only available if Commander Shepard has the Earthborn background.

A human named Finch can be found outside Chora's Den in the Wards and talking to him activates the assignment.

In order to complete the mission using charm like me you need 8 charm points. Or if you have 8 intimidate points you can go the opposite way.
