This mission should be unlocked on The Citadel in Mass Effect after completing the first bit of evidence in relation to Saren. Also if you have Ashely in your party you get a little bit of special interaction.
You will get the mission from Samesh Bhatia, at the Embassy Reception at the North-East corner of the Citadel Presidium.
I believe you need at least two points in charm to get the option I got which meant I got more Paragon points. I suspect if you have intimidate points you can just do the opposite.
