Maryland calls itself the Free State. Its sensitive-places law covers private schools, every
kind of healthcare facility, any building that a government partly leases, state parks, higher
ed, polling places, bars, stadiums, museums, casinos, aircraft, and dredge boats. Private
property defaults to no carry unless the owner posts a sign saying otherwise.
Montgomery County looked at that and decided it was not enough. Bill 23-26 adds a 100 yard
exclusion zone around schools, parks, libraries, polling places, houses of worship and
legislative assemblies. Put it on a map and it is almost the entire county. The sponsor calls it
common sense and balanced.
The DOJ's civil rights division sued this past Monday. Harmeet Dhillon's argument is that the
county makes it almost impossible for a law-abiding citizen with a valid carry license to walk
down the street and avoid these exclusion zones.
