Paper Jam is a game full of many hilariously broken glitches. This is not one of them.
To reproduce, just move the circle pad up-right while it's on West Dunes, before unlocking the Upper Mt. Brrr pipe. Sadly, this is useless: the game crashes due to the pipe not actually existing when you try to warp to it.
It is extremely unlikely, but possible, that if a way is found to select the Neo Bowser Castle pipe early, the game would not crash. It is known that the green section of this pipe always exists before it's unlocked, but not the blue section that you actually exit the pipe on.
